Unfortunately, VuFind's hold capability is not that sophisticated.  However, you might be able to implement it by customizing your ILS driver.

I know this is a long shot, but is there a way to set VuFind such that if all of the volumes in a set are checked out then the user can place a hold on all of the volumes at once?
