Well, I think I've found it, but I'll post it here in case anyone's
interested.  Apparently, for my modem, there is an S register that adjusts
this.  From my manual:

S31 * TAD Audio level adjust (128)

The default value is 128, but it accepts values up to 255.  So what I did is
I added this to /etc/mgetty+sendfax/mgetty.conf:

port ttyS4
  init-chat "" ATS31=255 OK
