Currently, you have two options: (1) to restrict users from changing
the preferences in a whole, or (2) to disable the icon
("DisableTrayIcon" registry setting). But you should be aware that
hiding the icon is a weak way to prevent password changes.
The second issue is that I'm still not sure what to do with this
DisableTrayIcon setting merged from the TridiaVNC source. I would not
like using TightVNC as a sort of "spyware", and it's possible that I
would remove this setting at some point. I admit that hiding the icon
can be necessary in certain specialized environments, but everybody is
free to modify the source code anyway, so removing this setting from
the _public_ version should not hurt anybody...
