If both computers are in the same network and connecting via local ip addresses work then tightvnc + Windows firewalls are configured correctly. BUT if you connect from outside make sure the firewall rule accepts connections from any IP address, sometimes Windows creates rules that are restricted to local subnet. There is no such thing "going through a firewall twice" - either you have 2 firewalls or 1 firewall with more rules. PS. port 5800 is not needed, only if you connect via browser wia the Java applet. If you dont do this, disable the java connection from the tightvnc control panel. PS2.
