Yes, VNC tries to use CopyRect for such rectangles. However, it's not
always easy to detect that some new pixels can be copied from existing
pixels of the framebuffer (pixel comparisons would be too inefficient).
Thus, CopyRect is not used in all the cases when it potentially could be
used.
