Are 2 Mbps sufficient?

I've been using VNC to remote desktop for elearning but bandwith is a pro=
blem.
With low quality  one client need more than 2Mbps (our bandwith li=
mit). 
Anyone know whether is it possible use vnc with lowest bandwidth?=
 I think that
TCP protocol is the problem because client has a slowdown =
when there is a
peak...solutions?
