I am not sure if it is possible, but in many applications
animations of all sorts are being used. Viewing them with
VNC causes significant tearing in the graphics, distorting
it so badly it presents no value. If the VNC image was
synchonized with vsync, a better delta image could be
constructed and the VNC image would improve
significantly.
This could also reduce the amount of screen-updates as
some updates start by clearing the whole frame to black
and then redraw all of it. VNC would often capture and
display part of the black frame. IF it waited until just
after the vsync, the real image would be displayed.

Monitor's vsync has nothing with completing drawing on the
screen. VNC cannot know when a particular application
considers some drawing operation "complete".
