The vncviewer.1.html page documents the Unix X11 viewer only. Current TightVNC viewer for Win32 does not handle F8 in any special way.
In the Win32 viewer, you just use the system menu of the viewer window, to execute special commands (like sending Ctrl-Alt-Del).
