This problem hits only Win 10. On Win 7 everything is working fine...
I have same proplem if you try to use the console as admin. What can i do?

Are you using TightVNC as service or application?

As a Application
If you install it as service it will work correctly with UAC, task manager and apparently console with Admin rights.
