I use tightVNC 2.8.11 (Windows 7-Server) and the ^6 problem still. For me, when I press 6 key, is generated ¨6 (idiom is Português(Brasil) - keyboard layout(Português Brasil-ABNT2)
I second this. Installed the latest version. "tightvnc-2.8.23-gpl-setup-64bit" and I have the same problem but this time, it is Turkish locale and the problem is with number ^3.
Also, this is releated to vnc server, not the client. When i use other servers, ultravnc, tigervnc problem vanishes.

What it shows if you press 3 twice?
For me it looks like server locks the Shift key.

I discovered that problem occurs only when I am using LogMeIn Hamachi VPN. If I connect using only my local network(192.168.0.xxx to 192.168.0.xxx) works OK.

I normally use my public ip and port forwarding even when i am in local network. Since you wrote this was related to VPN in your case, I tested again with local ip:port, problem persists. This happens even when I use a different VNC viewer with TightVNC server. Also the character "^" is in number "3" in turkish keyboard. Probably it is in number "6" in brasil layout

this bug's status should be closed now as of version 2.8.27
I have installed the version 2.8.27 in two W7P stations and two W10P. The problem still persists in all versions and any direction of access.
