It would be nice if the ':cd' command used the CDPATH environment variable like bash and other shells do.

Vim has 'cdpath' option and it's in vifm's TODO file:

'cdpath' ('cd') option.

It's there for a long time now, I didn't know whether anyone would use it. In Vim its default value is $CDPATH, so the option should give the behaviour you want.
