can i place pictures into a sound file using command prompt and a form of time code

My goal:

Load in a sound file and add images using time

The pictures should stay up till the next picture is dropped in

Example:

If I have a 2 min sound,

If I drop in a picture at the 0.000 Mark it will be that picture the whole
time.

If I drop in a second picture at 1 min mark the picture will change at the
1 min mark splitting the time.

And then export to a video

Or a way to bulk load sound and pic files using xml or some framework.

Would this be what you'd want?

(if you want something that really works via the command line, I'd advise to use ffmpeg directly).
