I will have a look.
Some time ago I changed the screen size a bit: the $E000 editor ROM we have been using for years was a modified one that placed only 1 scan line between text rows, instead of 2. But the new situation requires more vertical space. Maybe that has something to do with it.

No, that is not it, since indeed it already happens in the release version 3.10.
So who knows how long this issue has existed... the default model is 8032 and with that it doesn't happen, nor with 4032. It seems related to the absence of the CRTC. I notice the menu jumping vertically when I switch from models without to with the CRTC.

more info update.
select machine 3008, then press F12 - menu items are off screen.
then from 3008, select machine 3016. press F12 and vice crashes.
I can confirm:
SDL2VICE-3.10-win64
xpet.exe
Starting with cli:
xpet.exe -model 3032
Pressing F12 and vice is closing.
In GUI:
Switching
8032->3032: Pressing F12 and vice is closing.

just for info...
A similar thing happens switching vic-20 PAL to NTSC.
you see a zoomed in menu (bigger text) with NTSC.
maybe it's all related.
In GUI:
Switching
8032->2001->3032: works
In GUI:
Switching
8032->3032: Pressing F12
