Whenever I shut down Windows it appears that my VC container drive isn't dismounted because when I start the computer again, the drive is still mounted and it's fully functional (?!)
If I chose restart it is dismounted properly - as expected in both cases.
I can repeat this as often as I like. The drive stays mounted if I shut down and is dismounted if I restart.

Actually you are not shuting down your PC, you are just putting it in a special sleep mode: Windows 8 introduce something called "Hybrid boot and shutdown" to give users the impression that booting is quick.
Another possible solution is to configure VeraCrypt to dismount all volumes when entering power saving mode: go to menu "Settings -> Preferences" and in the Auto-Dismount part, check "Entering power saving mode" and then click OK. Can you try this option if you don't want to disable the Hybric boot and shutdown?

Finally got around to checking this forum for a solution (sorry for the late reply!) and tried it out.
The auto-dismount when entering power saving mode doesn't solve this. The container is still mounted after restart.
Disabling the hybrid boot does solve this - as well as a few other issues with other things apparently related to the lack of a true full restart! - Being informed about this 'feature' was invaluable so thank you! :)

Although it makes sense that disabling the hybrid boot "solves the problem", it's really more of a workaround. I like that feature in Windows and I would like to continue using it, but I would also like VeraCrypt to dismount a volume prior to 'hybrid shutdown'.
As others mentioned, using the 'Entering power saving mode' option in VeraCrypt doesn't work for this scenario. Should this be considered a bug and reported as such? Or isn't this option supposed to cover this feature of Windows 8+ and should a feature request be submitted?
(and of course I get that I could go in and try to fix it myself, but I'd have to find an answer to the same question first, I guess)

In this context, it is normal that your containers remain mounted since this is a "fake" shutdown.
