Unable to access .pem file from veracrypt drive

I have installed veracrypt 1.24-Update6 on my windows 10 pro. I have put some .pem and .ppk files in this directory. Now if i try to access it from terminal using ssh user@ip -i filename.pem, it throws permission denied error. After google search some people say that i should chage the security permission for the file, but there is no security tab when i right click ->properties on any file inside veracrypt drive. How can i access .pem or .ppk file to accessible by terminal for ssh.
