    Thank you for the screenshots.

I noticed that you are mounting the outer volume without protecting the hidden volume. It is possible that something was written to the outer volume that damaged the hidden volume.

FYI: When mounting the outer volumes and protecting the hidden volumes, the main GUI will show the type listed as Outer and when you mount the outer volumes without protecting the hidden volumes, the type will be listed as Normal.

Have you tried mounting the hidden volume using the Mount Options button and enable "Use backup header embedded in volume if available"?

When you mount the hidden volume in the main GUI which VeraCrypt mounts and you answer no to Windows asking to format, can you see any files?

I believe you are in a recovery scenerio.

    1. With the file container dismounted, make a backup copy of the original file container. Perform the recovery procedures using the backup copy to allow you to make many attempts without additional damage to the original file container or to start again with another backup file container.
    2. Mount the backup VeraCrypt file container hidden volume.
    3. Use various data-recovery tools such as R-Studio, GetDataBack, File Scavenger, Photorec, TestDisk etc. in read only mode on the mounted volume in order to recover as much data as possible without altering the volume.
    4. Use filesystem repair tools (which write to disk) such as TestDisk, chkdsk etc. to try to repair the volume's broken filesystem on the hopes of recovering more data.
    5. When you've recovered all that you can, create a new file container and copy your recovered data back into the new hidden volume. Mount the new outer volume while protecting the hidden volume and copy your outer volume data back into the outer volume of the new file container.

I assume you are mounting the hidden volume on the original PC that was used to access the hidden volume's files successfully. Correct?

It appears both the Windows filesystem and backup embedded header key are damaged. I would attempt to recover the data using the procedures I outlined in my post above.

You will have permission problems attempting to mount on another computer. My question was to confirm that you were mounting on the same PC that you successfully accessed the files in the hidden volume.
