VeraCrypt 1.24 Password choice -- A bug?

Does this VeraCrypt Password choice show
a bug or
a feature?

VC = VeraCrypt 1.24-Update2 (64 bit) on Windows 7 SP1 and
VC = VeraCrypt 1.24-Update2 (32 bit) on Windows XP SP3

VC did not accept the following:
60-characters as the
Outer Volume Password or as
Hidden Volume Password

ÇüéâäàåçêëèïîìæÆôöòûùÿ¢£¥PƒáíóúñÑ¿¬½¼¡«»¦ßµ±°•·²€„…†‡ˆ‰Š‹Œ‘’

Not accepting the above 60-character Password means
the NEXT button in VC remains Grayed-out.

Character 60, the last character ’ was
the suspect character because the following
59-character long Password is accepted by VC:

ÇüéâäàåçêëèïîìæÆôöòûùÿ¢£¥PƒáíóúñÑ¿¬½¼¡«»¦ßµ±°•·²€„…†‡ˆ‰Š‹Œ‘

but

is 7 characters long and is accepted by VC.

The suspect character ’ is no longer suspect.

59-character Password with first character Ç removed:

The above Password is 59 characters long and
is accepted by VC.

Again, VC accepts the ’ character.

Please explain.
