After permanently decrypting my drive it is now not accessible

I went through the process of permanently decrypting my external hdd. Now when I attach it via USB Windows prompts me to format the drive.
I have tried mounting the drive in Veracrypt and even though I pass the appropriate password I am presented with the following error:
"Operation failed due to one or more of the following:
Source: MountVolume: 7763"
Is this the expected behaviour of the permanent decrypt? How can I access my files?
