You misunderstood. Partitioning a container does not work.
Like Enigma2Illusion stated, there is no way to do a quick-format within VC, But there is a workaround:
While creating the contaeiner You reacj a point where VC asks how to format the container. Here is the chance to select no file-system. After that You have to press format, but it should run quickly. After finishing you can mount the container even without a FS, but in the moment of access Your OS realizes the missing FS and You are asked to format it. And that is the point where to select (I think it should be the default anyway) quick-format. And even 3TB should finish in a minute.
But don't ask if there are security concerns about that nethod. Perhaps someone else knows

veracrypt says, it will need 21 hours to format that container.
is there a quick-format function?
(when i format a hole partition there is a quick-format!)

I would recommend partitioning it and then doing a quick format.
But if you were encrypting it, the container is probably already done.
