#39 maps on stations

Add the ability to access maps while on stations to assist with selecting missions and calculating routes.

Preferably the whole nav system should be available on stations just as pilots irl submit flight plans before departure. On launch the flight plan is setup on ship and the player then can concentrate on getting there instead of try to find how to get there while getting shot at.

This may involve rewriting the nav computer code to be sensible and usable, at the moment it seem to be a mess.
