With a typical uml system, it is necessary to manually insmod
or modprobe -v (to handle dependencies) the netfilter
and QoS modules. The error above implies you need to:

# insmod iptable_filter

Current netfilter code also includes a mangle and nat table, depending
on what you wish to do, they can be inserted as well. Definitely use
modprobe -v for iptable_nat to get the ip_conntrack module.
