I find Debian images very easy to make, using debootstrap and a local Debian mirror on my LAN. I have a file "fs" that's a dd created 1GB file formatted using mkreiserfs, this is mounted using "-o loop". After base packages have been installed I copy "skeleton" configuration files over into the image and can then tweak network configuration if need be. All in all, it takes only a few minutes to make a new "empty" OS. Other things you can do to configure the image include using `chroot` to change into the new image and run a specific script, etc. I haven't played with Gentoo filesystems yet as I've no experience with using pre-compiled packages and I don't fancy compiling a whole UML filesystem from scratch.
