This suggestion is coming form my read in GBATemp forum. I notice
periodically people requesting for config file (which  I personnally not
using...)

To be sure to have a correct configuration file (config.txt, themes.txt,
titles.txt, ...), the software may create it in configuration directory
when those files are missing (or if they are coming from an old version).
The values of those auto generated configuration files should be the
default values.

This will ensure that the content of that file is 100% compatible with the
running version and it may reduce some ";-) noise ;-)" in the forum thread.

Maybe we could start a standard for all other programs too by having it setup
something like this

SD:/config/program_name/config.txt
SD:/config/program_name/theme.txt
etc
