Good luck. This kind of effort is institutionally difficult in the Army.
You need commitment from folks at the company and battalion level who
will be using the system. These are the same people who have the least
time and skill to devote to development.

It's even difficult to get started without a commander telling someone
to do it. If you could reach the developers directly, you might get
enough participation to make progress. But how can you reach them?
