The "Loading Other Pictures into Tux Paint" section of the README
documentation was updated in CVS (and the "Starters" section of the
Extending Tux Paint documentation now just refers to it).

There's a section called "Doing it Manually", with a subsection called
"Calculating Image Dimensions".
I try to use as much room for the canvas as possible, and nowadays,
Tux Paint windows can be any size, so it's really 'size of the window,
minus some values to account for the UI elements (toolbox, color picker, etc.)'
