This can be the lower level if you implement a level controller for
greyscale.
Also, tuxpaint having yet a colorpicker, it should not be difficult to
specify the colors, being black and white the default.

Are Snow* the same with different images?, if yes, maybe you can join
both and add an image chooser.
I can imagine flowers: adds flowers to the image. fish: adds fishes to
the image. coral: adds corals to the image, sandstorm: adds sand to the
image, etc.
I can imagine too they will follow the sparkles evolution from magic to
brush, but I am speaking withouth knowing your work.

some ideas:
rain: like glass tile but with random water drops instead of squares
glass sand: like glass tile but with very small squares or triangles and
saturating the colors.
railroad: draw a railroad, automatically joining rails when crossing
