[Tuxpaint-devel] Attempting to ressurect "uppercase only" code

So we're cleaning up a few things, and I realized that, for Pango-based
builds at least, _most_ text in Tux Paint (tux tips and pop-up dialogs)
were not honoring the "uppercase only" option.  ("--uppercase")

I've dealt with that, but it's not working so well for non-English locales.
Anyone feel like lending a hand? :)

Given that most builds use Pango, I think you've just
proven that the feature isn't being used. Ditch it.
Unused code has maintenance and performance costs.
