Well, again, my idea was to have a collection of selection tools
over on the right side, which were available by clicking the "Selection"
scissors icon on the left side.
(BTW, due to popular demand, I'm planning on moving "Fill" out of the Magic
tools and into the main toolbar on the left.)

Defintiely save them, to a private Stamps collection. (Separate from
the system-wide ones.)
As for deletion. D'oh... I hadn't thought of that!
It's going to get crowded, but perhaps when one of 'My' stamps are selected,
a "Trash" icon could appear at the bottom of the right selector...?
(Near the mirror/flip/scaler.)
Of course, disabling the ability to delete created stamps could be a
simplification option in Tux Paint Config...
