[Tuxpaint-users] Suddenly won't start in Win98

I successfully installed TuxPaint on a friend's Windows 98 machine
and the program worked fine for months. But now when they click on the
program icon 
on the desktop or in "start/programs/TuxPaint" to start the program, nothing
happens at all. 
I uninstalled and reinstalled the program but it still won't start. 
I was just wondering if anyone else has come across the same problem and if
so
how they fixed it?
