Most of this path is a registry entry so 'Documents and Settings' and 'Application Data' are internationalised. This is how, on Windows, different users get their own (independent from other users) pictures, settings, stamps, fonts etc. It also allows the Tux Paint program directory to be protected from meddling, and means that it works 'out-of-the-box' for restricted users. Having just the pictures in say 'My Documents\My Pictures\' would be nice. In fact, a symbolic link to the pictures would have been a nice solution....
