[Tuxpaint-users] Page describing how to set SDL video to "windib"

I've created a web page that describes how to change SDL to use the
"windib" driver, instead of DirectX.

Please lemme know if it looks ok, and if there are different instructions
for Win95, WinME, etc., send 'em my way!
