It might be possible to create a small script that copies a given file into the user's Tux Paint directory. You didn't say what platform your school is using (Windows, Linux or Mac OS X), but it should be possible on all of them. Whatever gets written might need to get re-written for each platform, though. :^) Under Linux, it could be as simple as a wrapper to the "tuxpaint-import.sh" script that already comes with Tux Paint. (For example, a right-click context menu entry in KDE might be: "Open With -> Import into Tux Paint") > Sure would appreciate any feedback!
