[Tuxpaint-users] Tux Paint 0.9.31 for Android

At long last (and with some amount of effort by Pere -- thanks, Pere!),
Tux Paint 0.9.31, initially released back in July, is now available
for Android.

Along with all of the new features, bug fixes, etc. found in 0.9.31 overall
(see https://tuxpaint.org/latest/tuxpaint-0.9.31-press-release.php),
this version differs from earlier Android versions in that it:

 1. includes the entire Stamps collection
 2. no longer requires Bluetooth access to run

It is currently available as a direct APK download only, but should
hopefully land in the F-Droid and Google Play app stores some time soon
(Pere & Terrence, please let me know when they've landed, so I can
update the webpage!)
