Basically, I've made it an option (default: off, to avoid changing
behavior too much from earlier Tux Paint), and only rotate when
dragging outside of the shape.

I think for larger shapes, this may be difficult, since you can't reach
outside of them, but I'll keep thinking about it.  Maybe click+drag will
act differently than simply dragging...?

It's definitely difficult trying to design something that makes sense
with _both_ a mouse _and_ touchscreen! :-)

Please make a new build when you have time, and I'll play with it, and
maybe see what my family members think of it.
