[Tuxpaint-users] Tux Paint 0.9.28 bugfix release for RHEL and Fedora Linux, too

Tux Paint 0.9.28 has been rebuilt as 0.9.28-3 for Red Hat Linux, too.
(For EL7, EL8, and EL9; the SDL2.0 variation of Tux Paint.
Note: SDL2_Pango has also been updated.)

Similar to the Windows and Android builds late last month, these
updates apply a patch to mend a crash bug affecting the Fill tool's
'Brush' or 'Radial' modes if you drew off the canvas.
