[Tuxpaint-users] Tux Paint 0.9.28-3 built for Windows

Tux Paint 0.9.28 for Windows (both 32-bit i686, and 64-bit x86_64;
both installer .EXE and portable .ZIP flavors) has bene rebuilt as
0.9.28-3 by project volunteer Shin-ichi TOYAMA.

This applies two patches: one mends a crash bug affecting the Fill
tool's 'Brush' mode; if you drew off the canvas, it could crash; the
other addresses jaggedness that can occur when running Tux Paint in
fullscreen mode.

I'm hoping project volunteer Pere Pujal i Carabantes can apply
the crash-fix patch and rebuild the Android version soon, as well.
