The Krita community uses Discourse: https://krita-artists.org/ A number of software projects also use this for their mailing lists. It is more resource heavy than a PHP forum though. Community moderation may also be required compared to post only webpages and service accounts. There are activity pub libraries for PHP which can possibly be integrated with the website gallery, allowing people to receive notifications of new images in Mastodon and similar services, though it seems that not everything that is posted/re-posted is on the webpage gallery.
