Did you by chance install 0.9.26-5 64bit just to current user or to all users?
I've just found stalled direct accesses on the screen who still points to
C:\Program Files (x86)\TuxPaint when, if installed to current user, Tux Paint 
is in C:\Users\USERNAME\Programs\TuxPaint.
Or maybe the inverse?

Otherwise, Tux Paint runs fine here,
