[Tuxpaint-i18n] Press releases to be gettext-based from now on

I've transformed the PHP file for what will be
the press release for the next version (0.9.26) of
Tux Paint into a 'standard' style page (with the sidebar
of links down the side, yellow styling, etc.),
so that -- once I wrap the strings in gettext() -- it
will be a lot simpler to translate.  (No need for a separate
PHP+HTML file for every translation, like we've done in the
past.)

I also realized that the "Press Releases" page itself
(http://www.tuxpaint.org/latest/) was not gettext'ized,
so I've just done that.
