Tux Paint has a "savedir" option that can be supplied via the configuration file, or on the command-line (i.e., in the application launcher shortcut in Windows). See the "OPTIONS" documentation for all of the various things you can ask Tux Paint to do. I've tried to make sure LOTS of things are configurable.
