How to understand string <string name="Locale">Locale</string>?

Is ths something like: Select language

Hi all,

the Android version of Tux Paint is slowly becoming ready, now I've just made the config activity translatable, but before calling for translations,
Can somebody review the original English text and style?

Once we have that fixed, the way to translate is to copy the strings.xml file to a directory called values-LL where LL is the locale for witch the
translation has to be made.
Then edit the file, remove the lines containing the translatable="false" string, for the rest keep the name="xxx" and just change the original English
text between > and <
say
<string name="sound_enabled">Sound enabled</string>
becomes, for Catalan
<string name="sound_enabled">So activat</string>
