Great, works for me!  I mirrored the RC3 files:

ftp://ftp.tuxpaint.org/unix/x/tuxpaint/testbuilds/win32/0.9.22-pre/
ftp://ftp.tuxpaint.org/unix/x/tuxpaint/testbuilds/rpm/0.9.22-pre/

(BTW, to log in fo FTP, use 'anonymous' username)
