I don't know enouth about .bat files, what I would do is either run tuxpaint fullscreen, so I don't have to care about underlying windows or create a shortcurt to the .bat file and in the properties of the shortcurt set it to start minimized, note that I only have a w7 at hand and don't know if this is applicable to xp.
