The Sparkles tool has been removed; perhaps you need to do an uninstall and reinstall? The old sparkles were replaced with a brush that does pretty much the same thing (sans sound effects). The effect is vaguely based on the invisibility effect of the Predator from the Predator movies, honestly. :) But more realistically, you can think of it as the effect hot air has when you look through it (like heat coming off the back of a jet engine).
