It's a chicken-and-egg thing.  If translators can more easily get to the
PO files, see them in action, etc., they seem more likely to translate. ;)

I haven't really feature-froze, yet... I did want to get a slightly wider
audience to try out some of the new features, since I hadn't been touching
the code for a while.

I'd like to get a release out BEFORE December, since Tux Paint will be
featured in an article in a major magazine in their January 2008 issue! :)
(Which means it'll probably be mailed, and/or hit newsstands in December
some time.)
