Anyone have ideas how to have the gettext() layer tell what locales are
installed?

Also, down the road, I hope to make Tux Paint Config able to write
to arbitrary config files, so the user can create them and save them
as needed; perhaps on a completely different system.  I think warning the
user that their _local_ system lacks a particular locale is a better
idea than making those locales quietly unavailable...
