How can I tell which locales I need to generate and test?  "tuxpaint
--lang help" shows the supported languages, but not the corresponding
locales.  I see we have po files for 66 languages, but there are a
bewildering variety of locales and encodings for some of these (e.g.
"ar").  I guess I can try UTF-8 any locale (e.g. ar_AE.UTF8)?
