ja.ttf in tuxpaint-0.9.16 is a simple and very small subset of 
sazanami-gothic.ttf.

Sazanami-Gothic-noBitmap-noKanji.ttf (Custumized for TuxPaint)
 
This is a custumized subset of Sazanami-Gothic.ttf for TuxPaint.
Difference between original are, 

  a) Bitmap data which prevent correct rendering (due to SDL_ttf
     bug) are removed.
  b) All Kanji data not used in TuxPaint are removed.

So, I think it doesn't make too much sense to prepare separate 
font package of it.
