[Tuxpaint-devel] How to build on windows

Hi!

If possible, I want to build tuxpaint on Windows with "Visual C++ 
2005 Express Edition"

  http://msdn.microsoft.com/vstudio/express/visualc/

"visualc/README.txt" says that .DLL and .LIB files and headers 
are required to build Tux Paint on Windows. 

Someone can tell me how are they available ?
