If he's willing to pay 3 thousand bucks per windows PC, imagine the size 
of k12ltsp lab he could build. Spend some money on an ISP instead and 
give kids filtered internet access.

Another one of the 21 pre-installed apps is wordpad. I think abiword or 
openoffice2 could replace that one.

The software list does give a bunch of ideas if someone wanted to start 
another educational SDL project :)
